USL Set to Implement Promotion and Relegation System in 2027

United Soccer League (USL) has announced major plans to transform American soccer structure — a promotion and relegation system will be implemented in 2027 or 2028.

The league currently consisting of three tiers — USL Championship, USL League One, and USL League Two — is preparing to add a fourth division at the pyramid’s top. This change is expected to increase league revenue by up to 30% through ticket sales and sponsorships.

Jose Bautista, owner of Las Vegas Lights in USL Championship, welcomes this change:

“It’s going to bring in better players, better staff and just a better show for our fans. So how can we say no to that?”

Investment costs in USL are far more affordable than MLS — USL Championship franchise costs around $20 million, while League One costs about $5 million. However, the league still faces challenges in implementation:

  • Promotion and relegation mechanics
  • New financial structure
  • Player contract negotiations
  • Market requirements for Division I teams
  • Broadcasting rights distribution

Paul McDonough, USL CEO, confirms that this announcement has increased investor and sponsor interest. However, many details still need to be finalized before this new system can run effectively.
